The Bill (Reg. No.2009) regulates the issue concerning realization of a constitutional right of citizens who permanently (for more than five years) reside at the hostels for workers or small families, and are not able to purchase or build an apartment for their families.
Thus the Bill envisages that the hostels of companies set up in the result of privatization and corporatization of former public enterprises, are to be transferred in ownership of relevant territorial communities. The hostel residents are to be entitled to privatization of their rooms.
The Bill prohibits eviction from a hostel, unless housing suitable for permanent residence is granted.
However, the regulations of the Bill are not extended onto the hostels designated for temporary residence due to studies or contract service.
