The Committee members discussed the said issue at the extended sitting of the Cabinet of Ministers of Ukraine dedicated to the holding of external independent evaluation of the education quality in Year 2008.
The Committee accomplished significant work concerning organization and conduct of external independent testing.
Having studied information concerning problems of holding independent testing, the Committee resolved to uphold the concept of external independent evaluation as an experiment that provides thorough insight into quality of education, and secures equal conditions for entrance into the higher educational establishments.
However, the Committee Chairman stated that issues concerning administrative and criminal liability for possible violations of external evaluation procedures and disclosure of test problems have not been settled yet.
