PLENARY MEETING OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON FRIDAY, 16 MAY
431 People´s Deputies registered to attend the morning meeting.
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, declared that Ukraine became a full-fledged member of the World Trade Organization on 16 May. Pursuant to Article 9 of the Constitution of Ukraine, the Protocol on Ukraine´s Accession to the WTO, ratified by the Ukrainian Parliament, is binding for implementation. Thus, all rates and commitments envisaged by the Protocol are to come into force.
The leaders and authorized representatives of the Deputy Factions introduced their motions, appeals and declarations.
Then the People´s Deputies scrutinized the amendments to the Law on the Cabinet of Ministers of Ukraine, submitted by the President of Ukraine.
The said Bill was adopted at the Second Reading and in its entirety by 245 voices. The Bill defines organization, authorities and principles of activity of the Cabinet of Ministers of Ukraine.
Inter alia, a new version of the Law envisages that the Cabinet of Ministers of Ukraine (the Government of Ukraine) is a supreme body in the system of executive bodies, and realizes the executive power directly and through the ministries and other central executive bodies, the Council of Ministers of the Crimean Autonomous Republic, local State administrations. The Cabinet of Ministers of Ukraine directs, coordinates and controls activity of the said bodies.
Pursuant to the Law, the Cabinet of Ministers of Ukraine is responsible to the President of Ukraine and the Verkhovna Rada of Ukraine, and is under the control of and accountable to the Verkhovna Rada of Ukraine, within the limits envisaged by the Constitution of Ukraine.
Then the agenda was supplemented by three anti-inflation Bills, namely: on Regulation of Sale of several Socially Important Foodstuffs, on Establishment of a Tariff Quota on Import of several Sorts of Meat in Ukraine for Year 2008, and on Amendments to the Law "On the Customs Tariff of Ukraine" (re Coordination of the Import Duty Rates with the ones established by the Tariff Commitments of Ukraine on its Accession to the WTO).
Then the plenary meeting was closed.
