Pursuant to the Bill (Reg. No.1074), legal proceedings can be conducted in the Russian language, along with the Ukrainian, as it is legally established.
The Committee members stated that the Bill fails to comply with Article 10 of the Constitution of Ukraine, pursuant to which "The state language of Ukraine is the Ukrainian language" and "The State ensures the comprehensive development and functioning of the Ukrainian language in all spheres of social life throughout the entire territory of Ukraine".
Moreover, Article 10 of the Constitution of Ukraine defines two statuses of languages: Ukrainian as a single State language of Ukraine, and the languages of national minorities of Ukraine, including Russian.
Therefore, Central Scientific Experts Office recommends that The Verkhovna Rada of Ukraine rejects the Bill.
