The Bill (Reg. No.0046) envisages ratification of the amendment to The Convention. The said amendment will substantially enhance the physical protection system, as it will extend its effect not only to nuclear materials, but also onto nuclear facilities (nuclear power stations, research reactors, storages).
For Ukraine, the Convention came into force on 5 August 1993. It is regarded as important method for securing international radiation safety. The said Convention is on the 13 universal anti-terrorist conventions and protocols, ratification of which is recommended by the UN Security Council.
Ukraine meets the requirements of the Convention, and actively implements its regulations. Ukraine initiated and elaborated a number of amendments, and attended several advisory councils held by the International Atomic Energy Agency (IAEA).
The Committee members also deem necessary to adopt a corresponding Bill (Reg. No. 2365) that amends the Laws "On the Use of Nuclear Energy and Radiation Safety" and "On Physical Protection of Nuclear Facilities, Nuclear Materials, Nuclear Waste and other Sources of Ionizing Radiation". The People´s Deputies resolved to uphold the Bill, since it defines the concepts of physical protection and its methods, a notion of nuclear facility, and subversion; determines targets and subjects of State physical protection system; envisages creation of the system of quality management of physical protection of nuclear facilities, nuclear materials, nuclear waste and other sources of ionizing radiation
