Ukraine needs new model of the health care system that would meet the demands of the society.
Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman said this in his opening speech at the meeting dedicated to the reformation of the health care system on Thursday.
The Chairperson of the Verkhovna Rada noted that the health care system in Ukraine is "extremely vulnerable and unable to accurately respond to the challenges the society is facing today." He noted that the living standards in the country are currently at the critical level and the conditions of work of the medical workers are unsatisfactory.
Groysman noted that the Government has not yet offered any strategy for the reformation of the domestic medical care sector. "The Government has not yet offered a model being able to reform the health care system and create the new one," he said.
The Chairperson of the Verkhovna Rada also criticized the experiment that envisioned reformation of the health care system in four pilot regions of Ukraine conducted in 2012. According to him that experiment ruined all the previous achievements and did not create any new system. "All those were the mistakes we have to make conclusions on," he said.
According to the Chairperson of the Ukrainian Parliament, today "there is still a chance and possibility to build new good system of health care." In particular, Ukraine needs a model of the new system that would envision all the required issues, what will be the medical districts like, services, decision, standards, insurance form, etc. At the same time, he said that the reform has to take place in close cooperation with the doctors, local authorities, and citizens.
The Chairperson of the Verkhovna Rada stressed that the health care sector reform is important from the point of view of further administrative reform and division of the districts. "The change of the health care system is not what the Health Ministry of Ukraine needs, but is what the Ukrainian citizens need," Groysman said.
In this context, the Chairperson of the Ukrainian Parliament called on all bodies of state power to unite in implementation of this reform. "We have to unite, to combine our efforts to make the health care system corresponding to the challenges of the nowadays," Groysman said.
