Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman has called on the Ministry of Finance of Ukraine to revise its intention to suggest that the President of Ukraine veto the Law of Ukraine No. 3830 as to financing of vocational schools and other educational establishments from the state budget.
The Chairperson of the Verkhovna Rada reminded that "the State Budget of Ukraine for 2016 contained a mistake" touching a change of the source of financing of vocational schools and their transfer to the basic local level — the level of villages and small towns.
Groysman noted that the Verkhovna Rada of Ukraine adopted the Law No. 3830 "On amendments to the Law of Ukraine "On State Budget of Ukraine for 2016" (as to financing of the vocational schools and other educational establishments from the state budget), "which allows financing, stabilization and settlement of the situation."
At the same time, according to current information, the Ministry of Finance of Ukraine has an intention to suggest that the President of Ukraine veto that Law, the Chairperson of the Verkhovna Rada said. "We do consider that this issue needs certain solution. And we do believe that it would be inappropriate to veto the Law without holding any consultations on the issue," Groysman said.
The Chairperson of the Ukrainian Parliament expressed confidence that the decision of the Ministry of Finance to suggest vetoing of the Law No. 3830, which "had earlier undergone comprehensive discussion [within Verkhovna Rada committees and with the participation of experts]" requires certain consultations in the walls of the Parliament. "This is not only a financial issue, that is the issue of the vocational education of Ukraine," Groysman said.
"I'd like you to revise this position and to understand how to settle the issue," Groysman told Minister of Finance Natalie Jaresko.
