Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman has welcomed the decision of the Parliament to adopt as a basis and in principle the draft law No. 4024 "On amendments to Supplements 3 and 7 of Law of Ukraine "On State Budget of Ukraine for 2016" (as to financial compensation of travel privileges for citizens and other privileges envisioned by the legislation) at the Thursday plenary meeting.
The Chairperson of the Verkhovna Rada noted that the draft law would allow immediate regulation of the issue of compensation of travel privileges for some categories of citizens.
He said that the package of draft laws submitted by the Government and accompanying the draft state budget for 2016 implied transfer of the duty to compensate travel privileges to local budgets.
"The Ukrainian Parliament excluded the provision offered by the Government however, the issue of compensation of the travel privileges remained unregulated. The state is obliged to regulate this issue. We have to offer a mechanism allowing protection of those, who need this protection and settle the issue touching the financing of these privileges," Groysman said.
The Chairperson of the Ukrainian Parliament noted that the Verkhovna Rada Committee on Social Policy, Employment and Pension Provision, Ministry of Social Policy of Ukraine along with people's deputies of Ukraine have to develop a professional solution to the compensation of travel privileges.
Therefore, the Chairperson of the Verkhovna Rada urged the Secretariat of the Verkhovna Rada of Ukraine to work out respective protocol instruction to approve joint ways to settle the situation in the field of compensation of travel privileges.
"No law is needed here, we have to make up a system accurately and approve it with respective decision of the Cabinet of Ministers of Ukraine. We do have the whole legal framework we need for that," Groysman said.
