In the publication on the website Ukrainska Pravda of December 23, 2015 (web log of journalist Serhii Andrushko) was raised the question of responsibility of people's deputies for non-personal voting in the session hall of the parliament.
In particular, it refers to the draft law No.1895 elaborated by MPs S.Leschenko, S.Sobolev, Mustafa Nayem, I.Lutsenko, A.Matviyenko and Svitlana Zaliscshuk “On amendments to certain legislative acts of Ukraine (concerning imposing penalties on people's deputy for violation of requirements to personal voting)," which has not been approved to date.
The article reports about protraction in the process of the adoption of this draft law and provides a commentary of an MP, according to which the document is under consideration by the Chairperson of the Verkhovna Rada of Ukraine. This statement is in contrary to fact.
Passing of legislative acts is fully regulated by the "Regulations on the procedure of work with documents” (http://zakon5.rada.gov.ua/rada/show/448/06-%D1%80%D0%B3/paran82#n82).
Looking to the official sources, namely the official website of the Verkhovna Rada of Ukraine, we can see that the draft law was adopted in the first reading on June 17, 2015 (http://w1.c1.rada.gov.ua/pls/zweb2/webproc4_1?pf3511=53763), as evidenced by the Verkhovna Rada of Ukraine Resolution No. 533-VIII, signed by the Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman (http://zakon5.rada.gov.ua/rada/show/533-19) on the same day.
The Chairperson of the Parliament immediately fulfilled his duty, having sent the document back for revision to the corresponding committee. The deadline for preparing draft laws for the second reading is not defined by the Law "On the Regulations of the Verkhovna Rada of Ukraine." Currently the draft law No.1895 “On amendments to certain legislative acts of Ukraine (concerning imposing penalties on people's deputy for violation of requirements to personal voting)" is under consideration in the Committee on Rules of Parliamentary Procedure and Support to Work of the Verkhovna Rada of Ukraine .

The Verkhovna Rada of Ukraine resolves:
1. To adopt as a basis the draft law of Ukraine on amendments to certain legislative acts of Ukraine concerning imposing penalties on people's deputy of Ukraine for violation of requirements to personal voting (Reg. No. 1895), submitted by people’s deputy of Ukraine Leschenko S.A. and other people’s deputies of Ukraine.
2. To order the Committee of the Verkhovna Rada of Ukraine on Rules of Parliamentary Procedure and Support to Work of the Verkhovna Rada of Ukraine to finalize the said draft law, taking into account remarks and suggestions of subjects of the right of legislative initiative and submit it to the Verkhovna Rada of Ukraine for consideration in the second reading.
