In his opening speech at the Thursday plenary meeting, Chairperson of the Verkhovna Rada Volodymyr Groysman said the Ukrainian Parliament would eye a number of the draft laws in the frames of the reform on decentralization of power.

In words of the Chairperson of the Verkhovna Rada, the first set of issues on the decentralization touches legislating of the new system of administrative services. "We have to eliminate this moronic, post-Soviet, hybrid system that created grounds for corruption and make the services easier to get and more affordable for the people. Their [services'] number should be lowered. We have to do it, to back this issue today," Groysman said.

Besides, the Chairperson of the Verkhovna Rada said that a total of 159 unified territorial communities had had their local elections, and thus "they need technical decisions allowing them to fund, finance, and hold the registration procedures the way they should be." In Groysman's words, these draft laws from the second set of issues touching the reformation of the governing system will create grounds to ensure functioning of powerful territorial communities.

Groysman said that the consideration of the draft law on state service in second reading would be another important issue of the Thursday parliamentary meeting. The Chairperson of the Verkhovna Rada noted that the work on that vital draft law had lasted for over a year. "The relevant Committee and experts, representatives of parliamentary factions have done a great job having elaborated this document, the document able to receive real support in the walls of the Ukrainian Parliament. The most important is to get mechanisms to create professional state service," he said. Groysman also added that Ukraine "should have professional army, professional troops, professional state servants," able "to show effective practical results."

The people's deputies will also have to consider the draft law on scientific and scientific-technological activities in second reading, besides, a number of other draft laws, including the one that envisions an opportunity to receive all materials on elaboration of draft laws in electronic form. "That means we will be able to introduce brand new technologies in work," the Chairperson of the Verkhovna Rada said.

Groysman also said that in compliance with information provided by the Verkhovna Rada Committee on Science and Education, the "education day" will take place at the Ukrainian Parliament on December 10.
