Chairperson of the Verkhovna Rada Volodymyr Groysman hopes that before 2016, the constitutional amendments touching the judicial reform will be adopted as a basis and that at the beginning of the next parliamentary session, the Verkhovna Rada will finally adopt these amendments to the Basic Law.
Groysman said this taking floor at the National Reforms Council meeting on Monday.
"This is one of the most crucial and top-priority reforms in Ukraine. I believe that such steps are quite probable before 2016. It is possible to adopt the constitutional amendments as a basis. The judicial system of the country obviously requires changes," he said.
The Chairperson of the Verkhovna Rada said that the Constitutional Commission and the workgroup for legal procedures "have actively cooperated with the Venice Commission. In fact we have achieved decisions to be used as the basis for constitutional amendments that will be submitted for consideration of the Ukrainian Parliament." He noted that the Venice Commission had appreciated the constitutional amendments touching justice and adopted by the Constitutional Commission. Groysman expressed confidence that the judiciary would be renewed and new criteria for selection of new judges would be formed.
The Chairperson of the Ukrainian Parliament also reminded about one of existing key reforms — decentralization of power. Groysman stated that the Venice Commission had prepared a working paper — "Memorandum on the Compatibility" — that rules that the reformation of local self-government in Ukraine was fully in line with the European Charter of Local Self-Government. According to Groysman, the conclusions of the Venice Commission read that the draft law on constitutional decentralization amendments contained all principled and technical recommendations of the Venice Commission.
"Constitutional amendments are of strategic priority as they are be absolutely positive for the whole country," Groysman said.
