Groysman invited journalists to watch the process of internal document flow, which is still provided in paper form. He also invited the press to learn about an innovation at one of the parliamentary buildings — a children's room guests and employees of the Ukrainian Parliament can leave their kids at for some time. "The Ukrainian Parliament must be modern, open and transparent," he said.
During the visit to the Official Correspondence Department of the Main Document Support Office, the Chairperson of the Verkhovna Rada noted it is impossible to use such outdated methods in XXI century.
The Verkhovna Rada has started introduction of electronic document flow, however, so far that process had been slowed down due to outdated equipment. Recently a tender for the acquisition of up-to-date office equipment for the Verkhovna Rada has been invited. The Chairperson of the Verkhovna Rada called on the journalists to monitor the course of the tender to ensure its transparency.
New equipment will also ensure streaming of meetings of the Verkhovna Rada committees, speed up other elements of modern organization of Ukrainian Parliament's work.
Groysman informed that new technical requirements for the new-generation voting system were being considered as the next phase of the parliamentary modernization.
At that Groysman said the current voting system was designed for the period of 10 years, and has already operated 13. He said respective technical problems have to be removed to ensure its operation until the deployment of the new system.
The Chairperson of the Verkhovna Rada said the first set of the planned steps would take "about six months, however, we will see new services during all these six months."
The journalists had an opportunity to study the premise where a room for children is being built.
Groysman said that the children's room is planned for opening on October 26, 2015 and that the room is designed for 10-15 children.
At that the Chairperson of the Verkhovna Rada showed an online video from the children's room opened at the Vinnytsia city council under his initiative.
Groysman announced the plans to create a modern press center to improve conditions of work for the journalists.
All these projects are the elements of the Parliament's reform. "At present we are working with a mission of the European Parliament headed by Pat Cox. We fully analyze what we have. Now we have to ensure real transparency, real openness and to improve our work dramatically. The Verkhovna Rada Secretariat has to become a high-quality service to ensure high-quality lawmaking process," Groysman said.
"The optimization of the processes is turned into quality of the service and decrease of the number of people, which means reduction of the volume of expendable materials. All this means tens, if not hundreds of millions of saved costs. Thus, this investment will soon be returned to the state budget for other needs of the citizens," he said. In particular, Groysman noted that the switch to non-paper document flow would economize the budget UAH 2 million.
