The bill (Reg. No. 1516) aims to decrease mortality of Ukrainian population by expanding a range of specially trained persons obliged to provide pre-medical assistance to people who are in emergency conditions.
Authors of the legislative initiative suggest amending the Bases of legislation of Ukraine on healthcare (new article 25-1) and Law of Ukraine "On emergency medical care" (article 12).
The Committee members noted that this bill has some drawbacks which are described in detail in the conclusion of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat of January 28, 2015.
