In the course of the meeting with participation of the people’s deputies of Ukraine, representatives of state bodies, national and international NGOs, as well as scientific and educational institutions, a broad discussion was granted to a range of issues connected with determining the scope of law of the state service, establishment of an integral system of state government, and modernization of labour remuneration and pension provision of state officials. A special role of the Verkhovna Rada, as the highest body of citizens’ representation in elaborating legislative basis for profesionlization of state service, was stressed.

Chairperson of the Committee Serhii Vlasenko stressed that following the results of the round table discussion, it is planned to adopt several recommendations to the highest state bodies of Ukraine during the Committee’s meeting on March 4.

The Verkhovna Rada will be suggested consider and adopt a new version of the Law “On State Service” based on “European principles of state government”, and simultaneously amend the laws “On the Cabinet of Ministers of Ukraine”, “On Central Bodies of Executive Power”, “On State Local Administrations”, and several other laws. The Parliament will be also suggested consider and adopt a new version of the Law “On the Service in the Bodies of Local Self-Government” that will be adjusted with a new version of the Law “On Sate Service”.

The Cabinet of Ministers of Ukraine has, within a month time period since enactment of a new version of the Law “On State Service”, to prepare and refer for consideration by the Verkhovna Rada proposals on bringing legislative acts in line with this law; secure elaboration and adoption of a legal basis in line with this law and bring its own legal acts in line with the mentioned law in a three month period since enactment of a new version of the law, etc.

The round table discussion was held under the auspices of the European Council Programme “Strengthening the Capacity of Local Authorities in Ukraine”, USAID Programme “RADA: accountability, responsibility and democratic parliamentary representation”, the European Union Programme ОЕСР SIGMA, Swiss-Ukrainian Programme “Decentralization Support in Ukraine” (DESPRO), and NGO “Legal Council of Ukraine”.
