Opening the hearings, Chairperson of the Committee Artur Palatnyi stressed that "on December 28, 2014, the Verkhovna Rada adopted the Law "On mandatory state social insurance" which deprived the children rehabilitation and recreation sphere of UAH 400 million funding".
In words of A.Palatnyi, rehabilitation institutions were transferred to funding of local budgets, however, they do not have the necessary resources which can lead to disruption of rehabilitation and recreation of children in summer 2015 and to worsening of children's health.
The Committee Chair claimed the situation is worsened also by amendments to the Tax Code which cancel exemption of institutions of rehabilitation and recreation for children from paying for land and by introducing taxation of buildings of the abovementioned institutions with non-residential property tax.
"The system of children's rehabilitation and recreation has come to a critical point, further is only its death", said A.Palatnyi.
The people's deputy said that among possible ways out of this crisis are: to exempt children's rehabilitation institutions from excessive taxation and to stipulate in the state budget the subvention to local budgets for funding institutions of rehabilitation and recreation for children. The Committee members "have already taken the first step in this direction and submitted for consideration of the Verkhovna Rada the bill on amendments to the Tax Code re ensuring stable development of physical culture and sports sphere (Reg. No. 2068).
The Verkhovna Rada of Ukraine is recommended to:
adopt as a basis the in entirety the bills on amendments to several legislative acts of Ukraine on preferential admission to higher educational establishments and institutions of rehabilitation and recreation for separate categories of children (Reg. No. 1411) and on amendments to the Tax Code of Ukraine on ensuring stable development of physical culture and sports sphere (Reg. No. 2068).
The Cabinet of Ministers is recommended to:
by July 1, 2015, approve the State target social program on rehabilitation and recreation for children and development of the network of children's rehabilitation institutions for the period by 2017; by July 1, 2015, elaborate and approve the Resolution of the Cabinet of Ministers of Ukraine on amendments to the Resolution of the Cabinet of Ministers of Ukraine of 22.11.2004 No. 1531; etc.
