Professor, Doctor of Science in State Management Oleksandr Pukhkal told interns about the problems “of decentralization and deconcentration” of authority. According to him, such transformations within government agencies aim at optimizing cooperation of territorial authorities and increasing their operation efficiency at a state level.   

On the way to implementing reforms expert suggests primarily hold deconcentration of power, i.e. “assigning the right to independent decision-making within the framework of the Constitution of Ukraine and laws of Ukraine to bodies of local self-government.” Further on, “decentralization of powers and its resources should be introduced.”

In the course of the meeting with manager of programmes of the Ukrainian Center for Independent Political Research, member of the coordination council of “Reanimation Package of Reforms” Maksym Latsyba, it was mentioned that “the youth can itself influence state management by means of a public segment, which is no worse than parliamentary work.”

The rapporteur expressed hope that the Parliament will be more open and “friendly to the citizens and public activists” in the future.

Chairperson of the Verkhovna Rada of Ukraine Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe Mykola Tomenko focused attention of those present on the fact the “the war does not prevent us from introducing new reforms and fighting corruption.”

Within the framework of the Internship Programme, former Foreign Affairs Minister of Ukraine Volodymyr Ohryzko and Deputy Chairperson of Central Election Commission of Ukraine, a graduate of the 1998 Internship Programme in the Verkhovna Rada of Ukraine Andrii Mahera took the floor. Meetings were also held with political expert Yevhen Mahda, political analyst Yevhen Hlibovytskyi ad representatives of the Project “Fair Justice” Maryna Rudenko and Lesia Nechyporenko. Interns continued studying fundamentals of the law-making and rules of procedure. Lectures were delivered by the people’s deputy of the first convocation and expert of the USAID Programme “RADA: responsibility, accountability and democratic parliamentary representation” Volodymyr Kryzhanivskyi.

Additional information: Internship Programme in the Verkhovna Rada of Ukraine and central bodies of executive power was founded in 1995 by the United States Association of Former Members of Congress in conjunction with the Verkhovna Rada of Ukraine. Since 2014 the Internship Programme in the Verkhovna Rada of Ukraine is a part of the project implemented by NGO “Interns’ League” with financial support from USAID.

1400 young specialists became participants of the Programme during 19 years. They undertook internship in the committees and departments of the Verkhovna Rada of Ukraine Secretariat, as well as in the bodies of executive power. The Programme for 2014-2015 includes 101 participants.
