T.Zhuravel informed about the main aim of the bill that lies in supporting the process of reforms in Ukraine; increasing efficiency of administrative services; promoting development of municipal cooperation; and preparing the respective training programmes for the representatives of local self-government.
S.Vlasenko brought to notice of representatives of the Project possible deadlines and mechanisms for working on the constitutional changes in the part of decentralization of power. He briefed on separate aspects of preparation of legislation on local elections; on choosing optimal pace of reforming; and on requirements of mandatory adherence to the principle of consistency. The MP informed about legislative contribution the Committee has made to settle the situation in the East of Ukraine.
Chairperson of the Committee said that with a
view to the Law “On Cooperation of Territorial Communities”, adopted in June,
2014, this process acquires new perspectives. S.Vlasenko informed
representative of the Project about the Committee’s working plan for the period
of the second session of the Parliament. S.Vlasenko expressed hope for the development of fruitful cooperation between the Committee and the Project, having stressed that German’s experience of efficient organization and reforming of local self-government will become one of the key guidelines for carrying out analogous reforms in Ukraine.
Chairperson of the Committee stressed also: “I hope that in the course of active process of decentralization and reforming of local self-government, practical advices of the Project, its recommendations, as well as European experience in developing inter-municipal cooperation will enhance the quality of municipal services provision and social standard of living, and will also allow the Committee see the gaps in the applicable Ukrainian legislation and eliminate them.”
