The bill suggests supplementing the Criminal Executive Code with an article 128-1 "Organization of pastoral counselor care of prisoners" in order to introduce in Ukraine the institute of "clergymen (chaplains)" in authorities and institutions under management of State Penitentiary Service of Ukraine.

The draft also stipulates introducing new versions of article 9 and 12 of the Law "Pre-Trial Detention" and supplementing article 23 of the Law "On the State Penal Service of Ukraine".

The bill was registered under No. 1154.
