At February 4 meeting, the Committee members granted a hearing to First Deputy Minister of Internal Affairs Ekaterine Zguladze-Glucksmann who presented the bill under Reg. No. 1550.
The First Deputy Minister claimed work of the Ministry of Internal Affairs of Ukraine is quire inefficient due to a number of systematic drawbacks, the most important of which is an outdated model of management, imperfect structure of ministry, overlapping of powers of some bodies and units, and overestimated percentage of the number of managerial staff.
E. Zguladze-Glucksmann stressed that the bill suggests measures on optimization of structure of internal affairs bodies, clear distinction between and elimination of overlapping of their powers, and depriving units of internal affairs bodies of functions unusual to them.
During the discussion, the Committee members paid attention to the necessity of systematic reforming of internal affairs bodies.
