The legislative act establishes civilian-military administrations as temporary state bodies acting within the Antiterrorist Center at the Security Service of Ukraine, and meant for securing operation of the Constitution and laws of Ukraine; ensuring safety and normalizing life activities of population; establishing the rule of law; maintaining counteraction to sabotage manifestations and terrorist acts; and preventing humanitarian catastrophe in the area of antiterrorist operation.
The law determines powers, rights and order of activity of civilian-military administrations, as well as powers of their leaders.
The law becomes invalid one year after its promulgation. Validity of this law can be prolonged on the basis of Decree of the President of Ukraine, approved by the Verkhovna Rada Ukraine.
The law becomes invalid in case legal regime of the martial law or the state of war is announced on the territory of Ukraine or on parts of its territory.
The law was adopted with consideration of the proposals made.
