In the course of the meeting, held on February 2, Guido Beltrani said that Swiss Cooperation Office in Ukraine is ready to provide support for elaboration of the package of bills on decentralization of public authority; on reforming local self-government; on refining regional and local development; etc.     

Serhii Vlasenko said that at present the issue of decentralization is a key moment in reforming the system for exercising public authority. He said also that the Parliament will consider two important bills in the coming days. Particularly, “On Voluntary Unification of Territorial Communities” and “On the Principles of State Regional Policy” prepared by the Committee.

Chairperson of the Committee stressed that the country requires constitutional reform of local self-government, and, unless the Constitution is amended, it would be practically impossible to carry out a full-scale decentralization.

Chair of the Swiss-Ukrainian Project “Decentralization Support in Ukraine” (DESPRO) Oksana Harnets noted that the Project stipulates elaboration of efficient mechanisms for providing quality public services at the level of community, as well as reinforcement of national dialogue on reforming local self-government and decentralization.    

Summing up ideas ad suggestions made during the meeting, Serhii Vlasenko expressed sincere gratitude to Swiss Cooperation Office in Ukraine and DESPRO Project for their willingness to support “multifaceted Committee’s activities in the sphere of legislative support to administrative and territorial reform, decentralization of public authority and real strengthening of local self-government.”
