The Decree announces three waves of partial mobilization in 2015 during 210 days starting from the day of enactment of this Decree.
Appendix to the Law envisages “holding mobilization on the territory of Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsk, Cherkasy, Chernivtsi and Chernihiv Oblasts, as well as the city of Kyiv.
Enrolling those bound to military service and reservists and delivering transport vehicles in order to meet the needs of the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Guard Service of Ukraine, the State Special Transport Service and other military units of Ukraine in the number determined by mobilization plans with consideration of reserve.”
Appendix to the Law determines to “transfer to the reserve (demobilize) military men that were enrolled to military service during mobilization for the special period in line with the Decree of the President of Ukraine of March 17, 2014 No. 303 “On Partial Mobilization” during the period of March 18 – May 1, 2015.
Appendix to the Law determines also that the “Cabinet of Ministers of Ukraine shall:
transfer national economy of Ukraine to operation in the condition of special period and in the amount that guarantees uninterrupted meeting of the requirements of the Armed Forces of Ukraine and other military units of Ukraine in the course of fulfilling their duties; and put the abovementioned branches, enterprises, institutions and organizations on FULL ALERT;
in order to minimize negative consequences for the country’s economy set limits in the course of fulfillment of mobilization tasks and bring them to notice of the determined subjects of national economy that are switched to operation in the conditions of special period, the state of FULL ALERT being introduced.
Ministry of Defense of Ukraine, Ministry of Internal Affairs of Ukraine, Security Service of Ukraine and Administration of the State Border Guard Service of Ukraine shall:
discharge military men who were enrolled to military service during mobilization for the special period in line with the Decree of the President of Ukraine of March 17, 2014 No. 303 “On Partial Mobilization” within a given time but not later than 10 days prior to one year of their military service; and transfer the discharged military men to the place of their residence (stay);
provide the abovementioned military men with a set of seasonable combat suit and food during their transfer to the place of residence (stay),” etc.
