The Law (Reg. No. 0962) was adopted by the Verkhovna Rada of Ukraine on September 2, 2014.
It was mentioned that the law stipulates introducing the moratorium on the forced sale of housing, imposing and collecting fines and other penalties for utility services provided to the citizens residing in the territories of the antiterrorist operation in Donetsk and Luhansk Oblasts.
The President of Ukraine submitted four proposals to this law.
The Head of State points to impossibility of signing this law for several reasons. The President states that the Law "does not regulate the issue on introducing the moratorium on the forced sale of housing, imposing and collecting fines and other penalties for utility services provided to the citizens residing in the territories of the antiterrorist operation" and suggests amending the Law.
The Committee considered the proposals of the President of Ukraine and suggests that the Verkhovna Rada uphold them as such that improve separate provisions and adopt the law in entirety taking these proposals into account.
