The bill (Reg. No. 3672) was elaborated in order to strengthen measures for protection of biodiversity and refine protection of objects from the Red Book of Ukraine; preserve territories of the natural-reserved fund; improve protection of natural habitats of biodiversity objects; and bring laws of Ukraine in line with the provisions of the international environmental law, etc,
The people’s deputies took into consideration opinion of the Budgetary Committee under which, the bill influences budgetary figures (by increasing state and local budget expenditures, as well as state budget revenues in case the respective offenses were detected). Thus, if the respective law is adopted prior to July 15, 2014 it should be enacted not earlier than January 1, 2015. If adopted after July 15, 2014 than it should come into force not earlier than January 1, 2016 (or January 1, following the year next to adoption of the law).
Participants of discussion stressed that international documents, ratified by Ukraine, commit to bring Ukrainian legislation on biodiversity protection in line with them, “which shall be accomplished in case this bill is adopted.”
