Statement of the Verkhovna Rada Committee on Human Rights, de-occupation and reintegration of the temporarily occupied territories in Donetsk, Luhansk oblasts and the Autonomous Republic of Crimea, the city of Sevastopol, national minorities and interethnic relations regarding the exclusion of russia from the UN Security Council.

According to the UN Charter, one of the goals of the United Nations is to maintain international peace and security. Article 2 of the Charter states that all the Members of the United Nations shall refrain in international relations from the threat or use of force against the territorial integrity or political independence of any state or in any other manner incompatible with the purposes of the United Nations.

russia, cynically ignoring the principles of international law, has launched a large-scale invasion of Ukraine. Its actions as an aggressor pose a direct threat to international peace and security and run counter to its commitment as a permanent member of the UN Security Council.

russia commits war crimes, aggression and genocide on a daily basis, using prohibited means of warfare, destroying peaceful cities of Ukraine and civilians. The war has already claimed 169 lives, 306 children have been injured and the numbers are rising.

The aggressor is carrying out massive shelling of residential areas of Ukrainian cities and towns, medical and educational institutions, destroying key infrastructure objects, using prohibited weapons, terrorising the occupied territories, kidnapping government officials, obstructing humanitarian aid to civilians, and disrupting humanitarian agreements. All this testifies to the deliberate creation of a humanitarian catastrophe in surrounded or occupied towns and villages and to acts of genocide against the Ukrainian people.

The whole civilised world is shocked by the atrocities of the russian military against the civilian population: executions, torture, rape of women and young girls, especially in the settlements that were occupied. In the recently liberated Bucha alone, a mass grave with the bodies of about 300 people has been discovered.

On March 16, the UN International Court of Justice in The Hague ordered russia to cease hostilities in Ukraine that russia began to carry out on February 24, 2022. However, russia has refused to comply with the UN International Court of Justice and is continuing the war in Ukraine.

The UN Security Council is a permanent body of the United Nations responsible for maintaining peace and security in the world.

russia is an aggressor state, an invader state, a terrorist state and it cannot remain a member of the UN Security Council!

Russia's actions are incompatible with the principles and values ??of international organisations that are guided by law and aimed at maintaining world peace.

The Committee, as a body of the Verkhovna Rada of Ukraine, appeals to the world community to exclude the russian federation from the United Nations Security Council!
