Dear Members of the Parliaments of the European Union,
Friends,
We appeal to you under the conditions of war waged by the Russian Federation against Ukraine.  Since the end of World War II, the world has built an international system of law and order aimed at preventing conflict and human suffering, and ensuring equal rights for all.
Today, the whole world is witnessing a large-scale invasion and unprovoked and unjustified military aggression of the Russian Federation against Ukraine.  We all remember that this aggression did not start today and has been going on since 2014, when Russia occupied the Ukrainian Crimea and Donbas.  All these years, Russia has consistently evaded its international obligations under international law and other agreements, including the Minsk agreements.  Russia has now further destroyed the international order and security of the entire European continent, denying the fundamental principles of the UN Charter and the fundamental international agreements in the field of security.
At this time, the Ukrainian army and the entire Ukrainian people have taken arms to defend our homeland, our historical and civilizational choices.  Every hour we lose the best sons and daughters of the Ukrainian people. Our children are dying from the actions of the aggressor. Thousands of people are injured or forced to leave their homes.  We also remember the more than 14,000 lives have been taken over the past eight years in the name of defence of our common values ??and principles of democracy, human rights and the rule of law.
Every day we record numerous war crimes committed by the armed forces of the Russian Federation under the leadership of their President Vladimir Putin. We regret and are outraged by the actions of the regime in Belarus, which allows us to use their territory for invasions and shelling of our nation. We are convinced that the actions of Russia and Belarus will be qualified in accordance with international law, and all those involved in these crimes against humanity will be held accountable for their decisions and actions.
Ukraine urges the ICC Prosecutor's Office to immediately investigate the new circumstances of the crimes under the Rome Statute and to transfer the proceedings to the Pre-Trial Chamber.  We look forward to an effective investigation, expedited issuance of arrest warrants and the inevitable sentencing of all Russian and Belarusian officials involved in crimes in Ukraine, beginning from 24 February.  Ukraine will cooperate as fully as possible with the ICC Prosecutor's Office and provide it with all documented and collected by the Ukrainian authorities evidence of genocide, crimes against humanity and war crimes of Russia and Belarus committed in Ukraine during a new round of their armed aggression.
We feel that we are not alone in this fight against the aggressor.  Millions of citizens of Europe and the world are now expressing their solidarity with the Ukrainians by taking to the streets of their cities.  They help us with their decisive speeches and warm words of support, as well as their actions.  We are grateful to the European Union, the European Parliament in general and each EU country in particular for important and effective decisions - we receive significant military, economic and humanitarian assistance to support Ukraine in these difficult times. We know that the imposition of unprecedented sanctions, which deal a significant blow to the aggressor, is also detrimental to the well-being of Europeans. But these steps are extremely important, because our common victory requires joint efforts, and even over-efforts.  We believe that you are ready for this and will continue to act quickly and decisively!
These days, the Verkhovna Rada of Ukraine continues to work under emergency conditions, and so does the entire Ukrainian nation, because we are aware of the importance of the functioning of all democratic institutions. That is why Russia is trying to destroy Ukraine, it is democracy that threatens the Kremlin, which fears not NATO but fair elections and freedom of speech.
We are convinced that the desperate and uncompromising struggle of the Ukrainian people for their homeland and for our common values ??during the ongoing war waged by Russia and the solidarity and assistance of Europe and the world is already clear evidence that successful further development of the European project is only possible under the conditions of the united and like-minded European peoples.
The European Parliament has repeatedly stressed that Ukraine, as a European state, has a European perspective and can apply to join the European Union.  We believe that the time has come for practical action - Ukraine's immediate accession to the European Union under a special procedure. This step will be a responsible decision and will require a lot of efforts and coordinated work of the people of Ukraine and democratic institutions of the Ukrainian state.  We are ready for this, because we are deeply convinced that you will be with Ukraine and help us on the path to full membership in the European Union.
Ukraine will definitely win!
Europe will definitely win!
