The draft Law is aimed at giving the Central Election Commission the opportunity to fulfill the requirements of the Law of Ukraine “On All-Ukrainian Referendum” regarding the verification of signatures in support of the initiative to hold an all-Ukrainian referendum on the people's initiative.
The task of the draft law is to clearly stipulate the obligation of the initiative group and its members to submit to the Central Election Commission the documents specified in part three of Article 34 of the Law in electronic form in a format that allows its automated processing by electronic means with confirmation of the authenticity of the data presented in electronic form by the imposition of the relevant member (authorized representative) of the initiative group of its own qualified electronic signature.
The Committee on State Building, Local Governance, Regional and Urban Development recommends to adopt as a basis and in general the draft Law on Amendments to the Law of Ukraine “On All-Ukrainian Referendum” on Subscribed Electronic Data.
