The Committee began consideration in the second reading of the draft Law “On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine to Ensure the Balance of Budget Revenues” (No. 5600). The draft law is aimed at improving some provisions of the Tax Code of Ukraine in terms of general administration of taxes, corporate income taxes, personal income, value added, excise and environmental taxes, rent, land fees, conditions of stay on the simplified taxation system.

Also, in connection with the amendments to the Tax Code, it is proposed to amend the Code of Administrative Procedure, the Laws “On state regulation of production and circulation of ethyl alcohol, cognac and fruit, alcoholic beverages, tobacco products, liquids used in electronic cigarettes and fuel”, “On the use of registrars of settlement transactions in trade, catering and services”, “On local self-government in Ukraine”, “On licensing the types of economic activities”.

People's deputies proposed to preliminarily consider the bill in the relevant subcommittees and only then submit it to the Committee.

The Chairman of the Verkhovna Rada Dmytro Razumkov took part in the sitting. He noted that during the voting of the draft law in the first reading, n no decision was made on the application of Article 116 of the Rules of Procedure of the Verkhovna Rada, therefore, the new articles and additions proposed during the preparation of the draft Law for the second reading cannot be taken into account.

The Chairperson of the Verkhovna Rada also noted that one of his amendments was missing from the comparison table, and expressed concern about the possible change in the numbering of amendments if it was introduced, which could cause misunderstandings during the consideration of the draft Law during the plenary sitting.

The Head of the Committee Danylo Hetmantsev explained that the authors of a number of amendments were not reflected due to a failure in the system and this issue will be resolved. “There are only three such errors. They are technical, but we will definitely fix them. The numbering of the amendments will not be affected in any way,” he said.

Danylo Hetmantsev informed that almost 11,400 amendments had been submitted to the bill.

Due to the large volume of the bill, he proposed to consider the amendments in blocks selected by topic (more than 20 topics are proposed). Thus, within one block all the norms that are in different parts of the project, but relate to one topic, will be considered. The agreed wording of the norms of one topic will be approved by a vote of the Committee.
