"This session week, the Parliament does not plan to consider this issue. So it is most likely carried over into the fall. At the same time, according to analysts, the previous disapproved Program of Action of the Cabinet of Ministers of Denys Shmyhal has been implemented by only 24 percent," Olena Kondratiuk stated during the Conciliation Council of the Parliamentary Factions and Groups.
According to her, this means that the Government will continue to work in a "manual" mode: "virtually without any parliamentary control and accountability to the Verkhovna Rada and society to implement specific items of the Program of Action."
The Deputy Speaker of the Parliament noted that in practice this leads to the submission to the Verkhovna Rada of government bills that contradict the Government's program promises and harm SMB.
“In the updated Program, the Government aims to increase the number of registered farms, including family farms, by attracting financial resources. On the other hand, the scandalous government bill No. 5600 to ensure the balance of budget revenues strikes at small and family farming, significantly increases the tax burden on farmers," said Olena Kondratiuk.
She noted that the bill provides for a reduction from two to half a hectare of the size of the land, the sale of crops from which is taxed. It also introduces a 5% tax liability for the owner of the land from which the farmer receives income, and increases the single tax for farmers of the fourth group of taxation.
The Deputy Speaker of the Verkhovna Rada clarified that this group of taxation includes not only agricultural holdings, but also small private farms engaged in poultry farming. At the same time, taxpayers have the right to collect debts from taxpayers without a court decision.
The Deputy Speaker of the Verkhovna Rada stressed that the Government in the European and parliamentary-presidential country should work according to the Program of Action approved by the Parliamentary majority.
