In accordance with the decisions of the governing bodies of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, the regular Session of the Assembly was held from June 30 to July 6, 2021 in a hybrid format: the program of events included meetings of the three General Committees by videoconference, and meetings of the Standing Committee and a session with the heads of national delegations and members of the Bureau of the Organization - in the usual format in Vienna.
From June 30 to July 2, representatives of the Delegation took part in meetings of three General Committees, where they informed the participants about the current security situation in eastern Ukraine, including on the problems of ecological security of the region and the Black Sea, on human rights violations in the temporarily occupied territories - in certain districts of Donetsk and Luhansk regions and the Autonomous Republic of Crimea, compulsory issuance of passports, etc.
On July 5-6, Chairman of the Delegation Mykyta Poturayev and his Deputy Artur Gerasimov took part in the meeting of the Standing Committee and the OSCE PA Session in Vienna.
At the initiative of the Ukrainian Parliamentary Delegation, the urgent resolution "On the destabilizing increase of Russian military forces around Ukraine, in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine, in the Black and Azov Seas" was submitted to the Assembly.
On July 5, the document was presented by the Head of the Permanent Delegation Mykyta Poturayev, emphasizing the inadmissibility of further militarization of the Autonomous Republic of Crimea, the Black and Azov Seas, as well as violations of international maritime law and blocking of shipping by the Russian Federation.
He informed the audience about the ongoing violations of the ceasefire in Eastern Ukraine and the opposition to the OSCE Special Monitoring Mission by Russian-controlled armed groups. On 6 July, the Assembly approved the urgent Resolution "On the destabilizing increase of Russian military forces around Ukraine, in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine, in the Black and Azov Seas".
Urgent resolutions were also adopted on the situation in Belarus and the growing hatred, violence and discrimination in the OSCE region.
As part of the debate on topical international issues at the meeting of the Standing Committee, Artur Gerasimov informed the audience about the violation of human rights by the occupation authorities in the temporarily occupied territories of Ukraine, including ethnic and religious persecution, unjustified detentions, forced conscription into the army, restrictions on the right to education in the Ukrainian language and compulsory issuance of passports.
Artur Gerasimov, as the Special Coordinator of the international mission of observers of the parliamentary elections in Bulgaria, also spoke about the election process in the country.
Mykyta Poturaev and Artur Gerasimov met with the candidate for President of the Assembly Margareta Cederfelt (Sweden), and also met with the parliamentary delegation of the United States of America. During the meetings, the issues of implementation of reforms in Ukraine, strengthening cooperation and assistance to Ukraine, as well as the security situation in eastern Ukraine and future cooperation within the OSCE PA were raised.
The Session's agenda includes online voting and the election of the President, Vice-Presidents and Treasurer of the Assembly, as well as the Chairpersons, Deputy Chairpersons and Rapporteurs of the OSCE PA General Committees.
Artur Gerasimov, Deputy Head of the Ukrainian Delegation, has been re-elected as Deputy Chairperson of the General Committee on Economic Affairs, Science, Technology and Ecology.
Margareta Cederfelt (Sweden) was elected President of the Assembly.
