The Committee on Ukraine's Integration into the EU considered on the draft law No. 5599 on the prevention of threats to national security related to the excessive influence of persons of significant economic or political weight in public life (oligarchs).
The project, in particular, proposes to create a Register of persons who have significant economic or political weight in public life (oligarchs), to determine the procedure for inclusion of persons in this Register and the consequences of such inclusion, to introduce declarations of contacts with persons included in the Register.
According to the Committee, the draft law No. 5599 does not contradict the objectives of the Association Agreement, but needs to be revised to take into account the provisions of Article 282 of the Association Agreement on due respect for the principle of legal certainty, full compliance with the provisions of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016, taking into account the European Convention on Human Rights, the Helsinki Final Act, the Recommendation of the Parliamentary Assembly of the Council of Europe No. 1516 (2001) and requires the opinion of the Verkhovna Rada of Ukraine Commissioner for Human Rights.
