At a meeting of the Committee on Education, Science and Innovation, MPs considered the issue of public procurement in educational institutions. MPs discussed the draft law on amendments to Article 3 of the Law of Ukraine Nom 5097 "On Public Procurement" to clarify some provisions of the procurement of goods and services carried out by institutions of professional (vocational) and higher education.
The document proposes that institutions of professional (vocational and technical) and higher education not to apply the procedure of simplified procurement, if the procurement is carried out at the expense of its own special fund.
Based on the results of the consideration, the members of the Committee decided to send the draft law for revision.
The deputies also discussed the draft Law on Amendments to Article 3 of the Law of Ukraine "On Public Procurement" on the effective implementation of state policy in the field of education (No. 5088). MP Yulia Hryshyna noted that its goal is similar to the draft Law №5097, but it is only about higher education.
Based on the results of the discussion, the members of the Committee decided to send the draft law for revision.
The Chairperson of the Committee Serhiy Babak summed up that together with the Committee on Economic Development it is planned to comprehensively work out the issues of simplification of public procurement for educational institutions and to work out a new bill.
