The purpose of the Law is to determine the legal and organizational principles of circulation of plastic bags, streamlining the relations that arise during the distribution of plastic bags in Ukraine, as well as stimulating the development of production of biodegradable plastic bags, which will enable Ukrainian manufacturers to embark on the path of global European and world trends and take a leading place in the world production chain.
The law provides:
1. Prohibition of distribution of plastic bags in retail outlets and restaurants up to 50 microns thick from January 1, 2022.
2. Prohibition of distribution of oxo-decomposable (oxobiodegradable) plastic bags in retail outlets and restaurant facilities from January 1, 2022.
3. Prohibition of persuading consumers to buy plastic bags.
4. Mandatory marking of biodegradable plastic bags for compliance with National Standards DSTU EN 14995: 2018, DSTU EN 13432: 2015.
5. Stimulating the production of biodegradable plastic bags.
6. Establishment of liability for violation of the law.
