The EU-UNDP Parliamentary Reform Project has prepared the Manual "Parliamentary control: practical tips and tricks to increase efficiency". The manual contains both theoretical and some practical advice that may be useful for MPs and staff of the Secretary of the Verkhovna Rada of Ukraine in terms of preparation, implementation and monitoring of the results of parliamentary activities related to the implementation of control functions and powers.
Given that the recommendations of the Report and the Roadmap on Internal Reform and Institutional Capacity of the Verkhovna Rada of Ukraine have been the guide for the Ukrainian Parliament in recent years, the manual traces trends related to their implementation in terms of Parliamentary control.
On the basis of the manual, the training course on parliamentary control was formed, which was developed and successfully tested.
The manual consists of 6 thematic sections. The first section of the manual is general theoretical and contains such issues as: parliamentary control as part of state oversight; direct and indirect parliamentary control (supervision); subjects of parliamentary control; committees, temporary investigators and temporary special commissions; Commissioner for Human Rights; Accounting Chamber. Budget execution control.
The second section deals with forms of parliamentary control, such as: Question Hour to the Government; Parliamentary hearings; Committee hearings; Inquiries and appeals of people's deputies.
The third section is devoted to the tools of parliamentary control. This section pays considerable attention to assessing the effectiveness of legislation.
The manual pays special attention to the international practice of using various forms and tools of parliamentary control.
The manual concludes with recommendations for improving parliamentary control and an updated table (schedule) of reporting by public authorities in the Parliament.
