It is inadmissible to consider the issue of dismissal of government officials without their report in the Parliament. This was emphasized by Deputy Chairperson of The Verkhovna Rada of Ukraine Olena Kondratiuk during the Conciliation Council of Deputy Factions and Groups.
She reminded that Ukraine is the parliamentary-presidential republic and, according to the Art. 113 of the Constitution of Ukraine, the Cabinet of Ministers of Ukraine is responsible to the President of Ukraine and the Verkhovna Rada and is controlled and accountable exclusively to the Verkhovna Rada.
According to Vice Speaker, the Verkhovna Rada should move from personnel issues to the country's development strategy.
"Please note that for more than a year now the Government of Denys Shmyhal has been working without the annual program of its activities approved by the Parliament. Therefore, it would be quite logical for the Verkhovna Rada to receive a document with a clear vision of the goals and criteria of socio-economic development that the Cabinet of Ministers plans to achieve," said Olena Kondratiuk.
She also supported the need to consider the Government's report on the implementation of the resolution of the Verkhovna Rada of Ukraine "On measures to combat the spread of coronavirus disease (COVID-19) and protect all vital systems from the negative effects of pandemics and new biological threats."
In addition, the Deputy Speaker of the Parliament called for consideration as soon as possible of the draft law No. 5415 supported by the profile Committee, which addresses the issue of insurance payments to medical workers affected by COVID-19.
