The members of the Committee considered in the second reading the draft Law “On Amendments to the Law of Ukraine 'On Civil Service' to expand the range of persons who can apply for civil service” (No. 4361). The bill was adopted as a basis by the Verkhovna Rada on February 5, 2021.
The draft law prepared for the second reading preserves the provisions of the wording approved in the first reading, according to which the experience of practicing law, notary, arbitration is recognized as a general requirement for persons applying for civil service positions as an alternative to experience in management positions.
The Committee took into account the proposals to instruct the Government to approve the criteria on the basis of which the experience of candidates for civil service positions meets the requirements established by Article 20 of the Law of Ukraine "On Civil Service", on the availability of experience in management positions of enterprises, institutions and organizations, regardless of ownership, as well as the regulation of remuneration of civil servants of the Representation of the President of Ukraine in the Autonomous Republic of Crimea.
Following the discussion, the Committee decided to recommend to the Parliament to adopt the draft law (No. 4361) in the second reading and in general.
