The Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and Autonomous Republic of Crimea, National Minorities and Interethnic Relations considered the draft Law No. 2329 “On Amendments to the Law of Ukraine ‘On Ensuring the Rights and Freedoms of Internally Displaced Persons’ Regarding the Release of Internally Displaced Persons from the Negative Consequences of Failure to Make Money Obligations”.
The purpose of the draft Law is to release persons who have lost their place of residence and income from the negative consequences of failure to make money obligations. The draft Law recognizes the state's conflict in eastern Ukraine and the temporary occupation of the Autonomous Republic of Crimea as circumstances that preclude the liability of victims, without the need to prove it in court. The draft Law No. 2329 eliminates gaps and inconsistencies in the current system of legal protection of the rights of such persons, which leads to different application of legal norms by the courts.
Based on the results of the discussion, it was decided to recommend to the Verkhovna Rada to adopt the bill in the second reading and on general.
The participants of the meeting also considered the draft Law on Prevention and Counteraction Anti-Semitism in Ukraine. The draft law No. 5109 defines anti-Semitism, indicates its main manifestations, prohibits anti-Semitism, its manifestations, establishes the types of liability for violations of anti-Semitism' legislation.
The members of the Committee recommended to adopt it as a basis in the first reading.
