During the meeting, the Committee members considered the remarks of the Main Legal Department of the Secretariat of the Verkhovna Rada of Ukraine to the draft Law "On Amendments to the Criminal Procedure Code of Ukraine to improve certain provisions in connection with the special pre-trial investigation" (No. 2164).

The bill proposes to amend Chapter 241 of the Criminal Procedure Code, which provides for the features of the special pre-trial investigation of criminal offenses, and amendments to other articles of this Code.

At the same time, for a clearer regulation of the issue of the special pre-trial investigation and court proceedings, it is proposed to amend the articles of the CPC of Ukraine, which regulate the grounds for declaring a suspect or accused wanted; the issue of choosing a measure of restraint in the form of detention in the absence of the suspect, accused; grounds for special pre-trial investigation and special court proceedings.

Chairperson of the Committee Denys Monastyrskyy noted that the issue is being considered for the second time. He recalled that the Committee at one of the previous meetings supported the table of amendments and proposals prepared for the second reading of the bill and informed that the Committee had received an opinion from the Main Legal Department of the Secretariat of the Verkhovna Rada of Ukraine on the remarks on the basis of which the proposals for consideration were partially prepared and taken into account.

In total, the conclusion of the Main Legal Department of the Secretariat of the Verkhovna Rada of Ukraine has 8 proposals that do not change the essence of the comparative table, which the Committee supported earlier.

The Committee decided to support the remarks of the Main Legal Department of the Secretariat of the Verkhovna Rada of Ukraine and to take them into account in the text of the comparative table and to recommend the Verkhovna Rada to adopt the draft law "On Amendments to the Criminal Procedure Code of Ukraine to improve certain provisions in connection with the special pre-trial investigation" (No. 2164) in the second reading and in general.
