The draft law proposes amendments to the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Law of Ukraine “On Telecommunications” and the Law of Ukraine “On Basic Principles of State Supervision (Control) in the Sphere of Economic Activity” regarding monitoring the quality of mobile services, in particular:
- at the level of the law to provide the definition of ‘monitoring the quality of mobile services’;
- to determine the business entity that will be authorized by the National Commission for State Regulation of Communications and Informatization to monitor the quality of mobile services;
- strengthen state supervision (control) over the observance of the quality of mobile communication services, including by conducting unscheduled inspections;
- to expand the powers of the state enterprise in the field of quality of mobile services, which is in the sphere of management of the regulatory body.
Following the discussion, the Committee recommends to the Verkhovna Rada to adopt as a basis the draft law on monitoring the quality of mobile services No. 4465.
