First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk told how the Parliament of Ukraine works during the quarantine.
The Verkhovna Rada of Ukraine did not go to quarantine.
According to Ruslan Stefanchuk, MPs currently work in committees.
"The Verkhovna Rada changed the calendar schedule to reduce the number of plenary sessions and there were no crowds, because more than 170 MPs have already fallen ill with Covid, and some of them have already fallen ill three times. But we will meet in extraordinary plenary sessions to address important issues," he said.
The First Vice Speaker of the Parliament of Ukraine added that, given the importance of compliance with quarantine measures, large number of meetings and conferences are held online.
About the idea of ??introducing remote voting
Ruslan Stefanchuk reminded that last year Deputy Speaker of the Verkhovna Rada Olena Kondratiuk was forced to chair the sitting of the Parliament of Ukraine because her colleagues in the presidium were suffering from Coronavirus.
"I had an idea that I introduced to the Parliament of Ukraine at the beginning of the pandemic. This was one of the first bills in Europe to provide for the possibility of holding remote sittings of the Verkhovna Rada in exceptional cases. But it was not supported, although this regime was introduced at the level of committees, which now work perfectly in it," the politician said.
The First Deputy Speaker of the Parliament noted that since the Parliament of Ukraine is the only legislative body, it is necessary to have a safeguard in case it cannot convene and make important decisions.
"The current Rules of Procedure of the Verkhovna Rada of Ukraine do not have a mechanism for making such decisions. And we must introduce the possibility of remote voting for an exclusive list of issues. At the same time, there is no need to invent anything - these things are now working well in the European Parliament. I was frankly sad, because the first such bill in Europe was developed in Ukraine, but we were waiting for the Europeans to introduce it," Ruslan Stefanchuk stressed.
Work is currently underway on a number of bills
The First Vice Speaker of the Parliament of Ukraine listed the bills he is working on.
"First, we are currently developing the draft law on the principles of lawmaking, which will be registered in the near future. Secondly, the public discussion of the bill on the local referendum will last until April 11," said Ruslan Stefanchuk.
According to him, bills on issues called "recalls", bills on e-petitions and e-voting are being developed in parallel. The issue of democracy is also considered not only at the legislative and executive levels, but also at the judicial level.
"Thirdly, the public discussion of the draft Concept of updating the Civil Code of Ukraine continues. In addition, the bills registered by me "On de-Sovietization of the legislation of Ukraine", "On amendments to the Code of Ukraine on Administrative Offenses to prohibit advertising on highways", "On Amendments to Certain Laws of Ukraine Concerning the Improvement of the Planning Process of Legislative Work of the Verkhovna Rada of Ukraine" are being prepared for the first reading. In the second reading will be considered the draft laws "On Amendments to Some Laws of Ukraine on the Status of National and Effective Management of Educational Institutions and State Property", "On Amendments to Certain Legislative Acts to Ensure Openness of Information on the Amount of Remuneration in State-Owned Companies"," reminded Ruslan Stefanchuk.
