The people of Ukraine must be given an instrument of control that balances representative and direct democracy. This was stated by the First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk during the public discussion on "Local referendums: the search for an effective mechanism of democracy."
"Together, step by step, we are developing an effective tool of direct democracy for the people of Ukraine, territorial communities; we bring up for discussion issues on the subject, types, number of issues, legal consequences and subjects of initiating a local referendum, which are decisive in the draft law on local referendums. In addition to the expert community, I am convinced that this bill should be implemented in the relevant discussions within the territorial communities, because they will use these tools. That is why we are planning trips to different regions of Ukraine," Ruslan Stefanchuk said.
"In addition, we plan to send the draft law on local referendum to the Venice Commission in order to obtain a conclusion that will need to be analyzed and implemented in the text of the draft law. The Pan of legislative work of the Verkhovna Rada of Ukraine for 2021 stipulates that the bill on local referendum should be registered in April," First Deputy Chairperson of the Verkhovna Rada of Ukraine added.
According to him, the bills on all-Ukrainian and local referendums are a priority because they set the standards of direct democracy, and other bills on democracy will be developed on their basis.
"We focus on six or seven bills. This is the legislation that will shape the philosophy of recalls, these are the bills on e-petitions and e-voting. We also plan to develop a number of bills on democracy in other areas, including the judiciary. All these legislative initiatives are being developed in parallel," the politician said.
