At its meetings, the Committee on State Building, Local Governance, Regional and Urban Development considered the draft Law of Ukraine on Amendments to Certain Laws of Ukraine on the Development of the Institute of Headpersons (No. 4535), prepared for the second reading and adopted by the Verkhovna Rada of Ukraine on March 2, 2021.
During the discussion of the draft law, the people's deputies - members of the Committee agreed with the proposals, according to which the position of the headperson is approved by the relevant village, settlement, city council and is not put to the general vote; at the same time, the candidacy of the headperson is submitted for approval by the council only based on the results of public discussion (public hearings, public meetings, other forms of public consultation); determined the maximum number of inhabitants of the settlement for the formation of the Head district - from 500 inhabitants; the position of headperson was transferred from the 6th to the 5th category of positions of local government officials; by the decision of the relevant village, settlement, city council, the headperson may be a member of its executive committee; by the decision of the body that made the decision to establish a service center, the headperson is given the right to provide administrative services.
As a result, based on the results of the discussion and taking into account the comments, the Committee decided to recommend to the Verkhovna Rada of Ukraine to adopt the bill in the second reading and in general.
