At the meeting of the Committee on Legal Policy, MPs considered the bill on the constitutional procedure. The bill was reported by MP Olha Sovhyrya. She reminded that the Venice Commission in its conclusion approved the draft law in general and the model of activity of the Constitutional Court of Ukraine.
"Compared to the first reading, an important provision has been changed: the existing decision-making procedure of the CCU has been preserved, ie decisions are made by 10 votes. We also leave the quorum of CCU judges - 12 present,"bsaid Olha Sovhyrya.
The MP also said that it is proposed to: introduce the transparent procedure for bringing CCU judges to disciplinary responsibility with a gradation of disciplinary sanctions depending on the severity of the offense committed by the judge; granting the CCU the power to regulate the procedure for considering issues that are not regulated by the Law on Constitutional Procedure, with a ban on the adoption of bylaws that would contradict the Law; introduce more flexible rules for the presentation of individual opinions by CCU judges.
Based on the results of the review, the Committee decided to submit to the Verkhovna Rada a revised draft Law on Constitutional Procedure No. 4533 and to recommend to the Verkhovna Rada, based on the results of the consideration in the first reading, to adopt it as a basis, halving the deadline for making proposals and amendments.
