The Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and Autonomous Republic of Crimea, National Minorities and Interethnic Relations considered the draft Law No. 2329 "On Amendments to the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons" regarding the release of internally displaced persons from the negative consequences of non-fulfillment of monetary obligations".
The purpose of the bill is to release persons who have lost their place of residence and income from the negative consequences of their non-fulfillment of monetary obligations; recognition by the state of the conflict in the east of Ukraine and temporary occupation of the Autonomous Republic of Crimea as circumstances that exclude the responsibility of the victims, without the need to prove it in court; elimination of gaps and inconsistencies in the current system of legal protection of the rights of such persons, which leads to different application of legal norms by courts.
According to the authors of the bill, its adoption will reduce the financial burden on debtors under credit agreements, loans affected by the conflict in eastern Ukraine and the temporary occupation of Crimea, given the loss of their permanent sources of income and property, and strengthen their confidence in the authorities state power of Ukraine.
Following the discussion, the members of the Committee decided to recommend to the Parliament to adopt the bill in the second reading and in general.
