At its meeting, the Committee on Budget considered the draft Law on Amendments to Annexes No. 3 and No. 4 of the Law of Ukraine “On the State Budget of Ukraine for 2021” to ensure the activities of the Ministry of Agrarian Policy and Food of Ukraine (No. 5197).

The purpose of the bill is to regulate the issue of financial support from the state budget for the implementation of its functions by the Ministry of Agrarian Policy and Food of Ukraine.
In the bill no. 5197 proposed to amend the Law of Ukraine "On the State Budget of Ukraine for 2021", which determine the budget allocations to the newly formed Ministry of Agrarian Policy and Food through the redistribution of funds between the Ministry of Economy and the Ministry of Environment. Thus, the legislative proposal does not provide for an increase in total state budget expenditures, as it is proposed to determine the budget allocations of the Ministry of Agrarian Policy and Food by redistributing state budget expenditures within the expenditures provided by the Ministry of Economy and the Ministry of Environment.
At the request of the Committee to the Government to provide an expert opinion on the bill, the Ministry of Agrarian Policy, the Ministry of Finance, the Ministry of Economy and the Ministry of Environment expressed their position.
The Ministry of Agrarian Policy and Food announced its support for the bill. The Ministry of Finance of Ukraine in its expert opinion notes that the bill needs to be finalized and expresses its comments. The Ministry of Economy in its expert opinion expresses the position on support for the bill, taking into account comments and suggestions. The Ministry of Environment expressed its position in support of the bill, at the same time, based on the results of consideration of the bill, proposed to provide development costs to the State Fisheries Agency.
Following consideration of this issue, the Committee on Budget decided to recommend to the Verkhovna Rada of Ukraine to include in the agenda of the fifth session of the Verkhovna Rada of Ukraine of the ninth convocation the draft Law on Amendments to Annexes No. 3 and No. 4 of the Law of Ukraine “On the State Budget of Ukraine for 2021” and based on the results of the consideration in the first reading to adopt as a basis and in general as a law, taking into account editorial and technical and legal amendments.
