The members of the Committee at the meeting considered the draft Law on Amendments to the Budget Code to establish the State Fund for Support of Medicine, Sports, Education, Culture and Science No. 5073 and the alternative draft law on amendments to the Budget Code of Ukraine to direct revenues from the legalization of gambling to meet certain needs in the field of medicine, education and science, culture and sports No. 5073-1

During the meeting, it was noted that both draft laws are aimed at supplementing the Budget Code with relevant provisions for the use of funds received as payments for licenses to organize and conduct gambling and to issue and conduct lotteries for social purposes.
The draft law №5073 was developed to implement the Law of Ukraine "On State Regulation of Activities Concerning the Organization and Conduct of Gambling", which provides for the Cabinet of Ministers to submit proposals to the Verkhovna Rada on amendments to the Budget Code to direct the deductions received from license fees in the field of gambling to the State Fund for Support of Medicine, Sports, Education, Culture and Science.
The bill provides for:
- creation of the State Fund for Support of Medicine, Sports, Education, Culture and Science at the expense of funds received from fees for licenses to conduct activities in the field of organization and conduct of gambling and for licenses to issue and conduct lotteries;
- determining the sources of formation of such a fund;
- directing the funds of this fund to finance health care, sports, education, culture, scientific and technical activities.
Members of the Committee pointed out that the bill does not specify what percentage will go to a particular area, ie the Cabinet of Ministers should determine the use of funds from the State Fund for Medicine, Sports, Education, Culture and Science.
In contrast to the main bill, the alternative bill proposes to include the funds received from the fee for licenses for activities in the field of organization and conduct of gambling to the State Budget of Ukraine with their further use for such social purposes without creation of a special Fund.
Following the discussion, the Committee members supported the draft law No. 5073.
