At its meeting, the Committee, in the order of control, considered the information of the Ministry of Youth and Sports on the state of preparation for the 2021 Olympic and Paralympic Games, problems and their solutions.
Following the consideration of the issue, the members of the Committee took note of the information of the Ministry of Youth and Sports on the state of preparation for the 2021 Olympic and Paralympic Games, problems and their solutions.
The Committee recommends speeding up the consideration of the draft laws:
- on anti-doping activities in sports, No. 5099;
- on amendments to certain laws of Ukraine on patronage in sports, No. 3498 (second reading);
- on amendments to the Tax Code on patronage in sports, No. 3470-1.
The MPs instructed the Committee on Youth and Sports to:
- together with the Ministry of Youth and Sports, the National Olympic Committee of Ukraine, the All-Ukrainian Physical Culture and Sports Societies, the National Committee of Sports for the Disabled of Ukraine to work out issues and prepare proposals for possible legislative changes aimed at developing and supporting physical culture and sports, taking into account the priority of Olympic (Paralympic, Deaflympic) sports and physical culture and health activities;
- prepare and submit to the Verkhovna Rada of Ukraine the draft Law on Amendments to Article 52 of the Law of Ukraine “On Physical Culture and Sports” (concerning the National Anti-Doping Laboratory).
The Committee recommends to the Ministry of Youth and Sports to:
- ensure proper control over the implementation of the Unified calendar plan of physical culture and health and sports activities;
- take additional measures to ensure timely and full funding of the final stage of preparation of the national teams of Ukraine for the Olympic and Paralympic Games in 2021 (Tokyo, Japan);
- improve the system of internal control over the use of budget funds provided to the Ministry of Youth and Sports under budget programs;
- together with the Ministry of Health of Ukraine to create appropriate conditions for the safe organization and holding of sports competitions and/or training camps, taking into account the COVID-19 pandemic, and provide vaccination against COVID-19 and PCR testing of members of the national teams of Ukraine, coaches and officials accredited to participate in the Olympic and Paralympic Games;
- strengthen awareness-raising for athletes, especially candidates for the Olympic and Paralympic Games, on the need for vaccination;
- together with the National Anti-Doping Center of Ukraine, to strengthen awareness-raising among athletes and entourage by providing training seminars, trainings and quizzes on anti-doping in sports for all sports planning to participate in the Olympic Games in Tokyo before such competitions.
The relevant decision of the Committee was sent to the Chairperson of the Verkhovna Rada of Ukraine, the Ministry of Youth and Sports, the Ministry of Health, the National Olympic Committee, the National Committee for Sports for the Disabled and the National Anti-Doping Center.
