On the meeting of the Committee on Public Health, Medical Assistance and Medical Insurance, the MPs considered the draft law No. 4358 on amendments to certain laws of Ukraine on public health protection from harmful effects of tobacco, prepared for the first reading.
Presenting the bill, MP Lada Bulakh noted that the relevance of this draft law remains. After all, according to the Kyiv Institute of Sociology, comparing 2019 and 2020, tobacco use among young people aged 18-30 has tripled among men and four times among women.
The revised version of the bill provides for the following improvements: restrictions on the sale of tobacco products, e-cigarettes and liquids used in e-cigarettes to persons under 18 years of age; the term "device for smoking and tobacco products" has been improved in order to eliminate the false impression among consumers that the use of tobacco products in this way can cause less harm to health; a phased ban on tobacco advertising is envisaged.
The draft law proposes to amend the Law of Ukraine "On Measures to Prevent and Reduce the Use of Tobacco Products and Their Harmful Impact on Public Health", the Law of Ukraine "On State Regulation of Production and Circulation of Ethyl, Cognac and Fruit Alcohol, Alcoholic Beverages, Tobacco Products and fuel" and the Law of Ukraine "On Advertising".
Following the discussion, the Committee on Public Health, Medical Assistance and Medical Insurance decided to recommend including the draft law in the agenda and adopt it as a basis.
