The Committee on Ukraine's Integration into the EU Recommends the Adoption of the Resolution on the Address of the Verkhovna Rada of Ukraine to the German Bundestag on Recognition of the Holodomor of 1932-1933 as Genocide of the Ukrainian People, which took the lives of about 4 million Ukrainians.
The petition to the Bundestag with a request to recognize the Holodomor of 1932-1933 as genocide received the required number of signatures in May 2019. In October 2019, this petition was discussed at the Petition Committee of the Bundestag, which has the power to decide on the voting of petitions. As of December 2020, the committee has not made a decision. The authors of the draft Resolution are convinced that the Verkhovna Rada of Ukraine should inform German parliamentarians that from the point of view of international law and state practice, the Holodomor should be qualified as genocide, including appealing to Germany's previous experience in similar situations. In addition, according to the initiators of the Resolution, the Verkhovna Rada should express the official and common position of the Ukrainian Parliament, which will be heard and considered by German parliamentarians during their decision to recognize the Holodomor of 1932-1933 as genocide of the Ukrainian people. The Committee recommended to adopt the draft Resolution as a basis and in general.
Also, based on the results of consideration of the draft laws, the Committee recommends adopting as a basis the:
- draft Law No. 0089 on ratification of the Agreement between Ukraine and the Republic of Finland on mutual protection of information with limited access;
- draft Law No. 0090 on ratification of the Protocol on amending the Convention between Ukraine and the Kingdom of the Netherlands on the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital;
- draft Law No. 0091 on Ukraine's accession to the Inter-American Convention on Maintenance Obligations. The Convention regulates, in particular, the provision of temporary custody in States Parties of children left without care in their territories, the maintenance of spouses or former spouses, and the assistance of States Parties in the transfer of funds;
- Draft Law No. 0092 on Ratification of the Convention on the Choice of Court Agreement. The Convention aims to ensure the recognition and enforcement in foreign states of judgments in civil and commercial matters rendered by the courts designated in the agreement.
According to the Committee, the draft law No. 5108 on state statistical activity does not contradict EU law. The draft law proposes to establish the frequency of the All-Ukrainian census at least once every ten years.
The participants of the meeting recognized the following bills as not contradicting the law of the European Union:
- the draft Law No. 5021 on improving the principles of creation and functioning of industrial parks, which, in particular, proposes free connection of industrial parks to the electricity grid;
- the draft Law No. 4349 on the procedure for accounting and preparation of financial statements in the state social insurance funds and the Social Protection Fund for Persons with Disabilities;
- the draft Law No. 5043 on Amendments to the Tax Code of Ukraine on Peculiarities of Taxation of Certain Income. The draft law proposes changes in the taxation of income from the organization of gambling in the halls of slot machines;
- the draft Law No. 4576 on Amendments to Certain Laws of Ukraine Concerning the Settlement of Certain Issues in the Field of Metrology, Provision of Housing and Communal Services and Consumer Protection.
