During the meeting of the Committee on Public Health, Medical Assistance and Medical Insurance the draft Law No. 5187 "On Amendments to the Law of Ukraine 'On Compulsory State Social Insurance' on Social Protection in Case of Temporary Disability" was considered.
The draft law proposes to make changes to restore the right of insured persons to receive financial assistance. The Committee decided to propose to the Committee on Social Policy and Protection of Veterans' Rights to support the draft law No. 5187 and to recommend to the Verkhovna Rada to adopt it as a basis, taking into account the proposals of the Committee on Public Health, Medical Assistance and Medical Insurance.
MPs also considered the draft Law “On Amendments to Article 92 of the Law of Ukraine“ On Medicinal Products ”on State Registration of Vaccines or Other Medical Immunobiological Medicines under the obligation” (No. 5247).
The Chairperson of the Committee on Social Policy and Protection of Veterans' Rights Mykhailo Radutsky,l said that the bill was related to international agreements on the possibility for Ukraine to receive vaccines from leading manufacturers for the prevention of COVID-19 coronavirus under the COVAX mechanism program.
Minister of Health Maxym Stepanov noted: "Adoption of the bill will provide an opportunity for Ukraine to receive vaccines from leading manufacturers for the specific prevention of conovirus disease under the COVAX mechanism, as well as under direct agreements between Ukraine and manufacturers." He said that similar changes have been made to the legislation of many countries.
Deputy Secretary of the National Security and Defense Council Oleksiy Solovyov noted that all countries are forced to use vaccines that have not passed the full cycle of clinical trials. In his opinion, it is necessary to determine the mechanism of responsibility of suppliers for the quality of vaccines or to create a mechanism to compensate for side effects from their use.
Maxym Stepanov noted that the creation of the fund for such compensation will be provided for in the Resolution of the Cabinet of Ministers.
During the discussion, MPs noted that the bill is vague and could negatively affect the course of vaccination in Ukraine.
The members of the Committee instructed the Ministry of Health to finalize the bill and plan to consider it during the continuation of the Committee meeting on Thursday, March 18.
